Lord Regent Hiram Burrows and his right-hand man are unconscious in his bedchambers. As are several other guards around the grounds. I have an audio recording of Burrows confessing his nefarious deeds, and his minister of propaganda is ready to aid me by broadcasting it to the populace. But there's still so much stuff I need to loot!
